I don't think the 225 people with undervotes really "screwed up their ballots." I suspect, in most cases, that the undervote was actually a vote for "None of the above."
If you look at the counts for Mayor of Waukegan from the primary election in February 2005, there were only 16 undervotes:

People know how to mark their ballots.
P.S. you might want to edit your statement "less than 25% of the registered voters fail to show up." I think you mean just the opposite.
