Both sides of the street are marked "no parking any time". The people who ran the sale got permission from the police department to park on the street during the sale and they explained all that in their advertisement. I will ask my friend for an update tomorrow. The day this happened the police were called by the people running the sale for an explanation and were told someone from the pd would call back. A few of those who were ticketed waited at the house for quite a while for an answer but my friend said she got tired of waiting and left. She drove to the police station and they didn't have an answer for her either.
