First amendment 101-
1. Government is very limited in it's ability to regulate the content of free expression.
2. Each of us must understand the importance of defending most stongly that free expression which we disagree with.
With that said, it looks like some of those are in violation of the Waukegan Sign Ordinance, which states in part: "No window sign shall have a total measured sign area gin excess of 20% of the window area in which it is located".
In the past City of Waukegan ordinances have always been selectively enforced. I hope that is no longer the case.
