Dear countymounty, Once again, A 73% failure rate on the state high school exam clearly indicates a major shortcoming in K-8 learning. Are you proposing a high school for the express purpose of teaching high school students what they should have learned in elementary and middle school? That's a novel concept. What Waukegan really needs, is to eliminate most of the multicultural distractions from our schools and concentrate all efforts at teaching our children reading, writing, arithmetic, and how to be good Americans.
