Expenses do need to be reduced and/or revenues need to be increased; but making the quality of the paper THIS bad is not making much sense. You have to maintain a certain level of quality to retain some of your readership. It just seems like this 'paper' is slapdashed together, while the existing management is either counting the days until retirement, or are using company computer time sending their resumes out, instead of trying to make the paper worth reading.
