			<description><![CDATA[All of the sudden, our building permit process is responsible for Waukegan being in its 'dire straits'.  Two years ago, just before the entire United States economy tanked, there were signs of good development all over downtown.  Logically, it is this downturn in the economy that has stalled development.  I don't see ANY TOWN--from Greenwich, Ct to Palm Springs, CA--that is not dealing with the exact same issues that Waukegan is.  Our city is in our 6th year of a 20 year master plan, so I don't see anything wrong here that could be blamed on the building permit process.  A lot of us have dealt with the city on building permits and it's easier here than many North Shore communities.  <br />

The Karcher Hotel/Arts project is occurring now as is the redevelopment of a playhouse and both will bring people into our community when they are completed.<br />
<br />
Why is it NOW that the evils of our building permit process are being debated?  <br />
<br />
Why not when the Links' pal, Dick Hyde, was in office?<br />
<br />
Why only now is it being brought up instead of at the mic at a city hall meeting?<br />
<br />
In fact, if Suzy Link cared so much for our ward and this city, why has she not spoken at city hall meetings to let her concerns be known?  <br />
<br />
Where have her letters to the editor in various publications-- showing her commitment to our city-- been?<br />
<br />
I have a strong suspicion that Suzy Link is here today, tan tomorrow.  <br />

WHY should we throw Larry Tenpas out of office for Suzy Link?  He has demonstrated hard work and pride in our ward.  When you or your mom or grandmother needed help in our ward, Larry showed up to help.  Period.<br />

Why would we get rid an alderman that makes house calls for an alderman that won't?<br />
<br />
**Show up at Suzy's gathering on Grove this week and watch Suzy demonstrate how she alone is going to cure all of Waukegan's ills by changing rocks into 'gold'.  <br />

I like the Show but I don't understand how they can pick a winner if one is a singer and the other a magician :?: . What a HUNK ;)   (I"m a dirty ole lady---who's having fun--JUST LOOKING).  We've gotten older but our memory is in tact :lol:  Thanks for bringing it to my attention. The son of a former District 60 School Board member has been accused of sexually assaulting a female near Washington Park last week.<br />
<br />
Marcus Reddick, 17, of 320 Oak St., has been charged with criminal sexual assault and unlawful restraint stemming from the Sept. 16 incident.<br />

According to court documents, Reddick encountered the unidentified female near Water and Juniper streets around 8:30 a.m.<br />
<br />
He then grabbed the female, held her down by the neck and engaged in sex with the victim. It was revealed Reddick also detained the victim, but there is not an indication of how long she had been held.<br />
<br />
The following day, Reddick's father, Marvin Reddick, 46, was arrested and charged with unlawful restraint in an unrelated incident for yelling at a woman which caused her to be "alarmed and distraught," after saying you are (messing) with the wrong family," court documents said.<br />
<br />
Marvin Reddick was taken into custody and has since been released on bond.<br />
<br />
The incident was not the first time the elder Reddick had found himself in hot water.<br />
<br />
In 2003, Reddick was charged with disorderly conduct, battery and contributing to the delinquency of a child after an incident at Carman-Buckner Elementary School for interrupting a class and instructing his then 11-year-old son to fight another student.<br />
<br />
Later that year, Reddick and three other Waukegan school board members were named in a reverse discrimination lawsuit filed by former curriculum director Janet Ring, who claimed she was demoted to a lesser position because she was white.<br />
<br />
The Waukegan School Board eventually settled the lawsuit out of court.<br />
<br />
Marcus Reddick is currently in custody at the Lake County Jail in lieu of a $250,000 bond. He is scheduled to appear in court Oct. 14 for a preliminary hearing. <br />

You obviously have no idea what it is like to have a family member in the Police or Fire services.  If you did, then you would understand what it means to always go home safe.  Have you ever had sleepless nights laying awake wondering if your husband was ok.  How about kissing your loved one goodbye for the night with a tiny thought in the back of your head that maybe, just maybe, that could be the last kiss you ever get.  Of what about the thoughts that you might someday have to rasie your children alone because your spouse gave the ultimate sacrafice.  I for one am glad that someone is reminding these HEROS of our community to watch their backs and make sure that they are thinking about getting home to their families at the end of the shift.  Many of these HEROS don't think twice about running towards the "madness" while others run away.  These men and women serve and protect without another thought of their own safety.  It is a friendly reminder to all those that WE rely on for our safety and well-being to make sure that they are not going into a situation were they would be badly injured, or even worse, without the proper back up.  I for one know that I would like to have my husband around for many more years to come.  So next time before you go and make assumptions about these HEROS and how they are trying to protect their own families while at work, just like they will protect your's without a single thought, remember that while you are sleeping peacefully in your bed at night....I am laying awake every few hours wondering if my husband is ok and praying that he makes it home after every shift.  I pray that he will be able to see our children grow up and teach our son how to throw a football.  It is unfair to say that because he CHOSE to be in the Civil Service profession that he should automatically be expected to toss his family and safety aside.  I don't think that is selfish or to much to ask.  It is my families way of life.  So Frank, when you have any idea what it is like to send your soul mate, your better half, off to work where the majoirty of the people they deal with spit at them, swear at them, try to fight them, and even sometimes SHOOT AT THEM then and only then will you have a single ounce of an idea for what it means to be told to "make sure you go home safe" and "watch your back".]]></description>

We heard Mayor Bob tried to stop the woman at the Jewel who does wine samplings from doing her job because he does not want "open alcohol" in Waukegan. He did his best to personally have her quit doing her job while he was at the Jewel but he ok'd open booze at Scoop. You gotta wonder just how he makes his decisions. Is there any rhyme or reason to what he does? How about selling chances for a classic car at Scoop. My wife and I saw several people selling chances to win a Mustang. That is gambling. It is a game of chance being played for money. I thought Bob was against gambling? I wish somebody would explain all of this. Each week living here gets stranger and stanger.]]></description>

WAUKEGAN -- A power struggle between Mayor Robert Sabonjian and 6th Ward Ald. Larry TenPas dominated the proceedings at Monday night's City Council meeting, as a debate over the hiring of a city prosecutor featured some 90 minutes of raised voices, pounded fists and threats of lawsuits.<br />
<br />
"The City Council is checks and balances. It's not a dictatorship," TenPas said, adding at another point that "Mayor, I'm not going to let you say, 'I'm King Robert.'"<br />
<br />
<br />
Monday's dispute came three weeks after the council met in closed session to discuss a proposal by Sabonjian and corporation counsel Newton Finn to appoint Ted Kuderko as prosecutor. An alternate proposal, backed by TenPas, was to retain the current firm of Smith &amp; LaLuzerne.<br />
<br />
Though other aldermen -- including Thomas Koncan (2nd Ward) and Rick Larsen (6th) -- joined in at times against Sabonjian, Monday's battle was primarily between the mayor and the council's senior alderman, and it unfolded in two stages.<br />
<br />
First, TenPas objected to the meeting's agenda being altered to remove consideration of the Smith &amp; LaLuzerne proposal, and he also quarreled with Sabonjian over whether or not TenPas could correct minutes on the issue from the June 15 meeting.<br />
<br />
"Why wasn't it put on the agenda?" TenPas said, rising to his feet. "When it's held over, it has to be taken up at the next meeting."<br />
<br />
"Mr. TenPas, you're out of order," Sabonjian said.<br />
<br />
"No, I am not out of order," TenPas said. "I'm not out of order, and I refuse to be called out of order ... I demand we vote on it, up or down. If you try to remove me, I will sue you on it."<br />
<br />
While the argument over correcting the minutes was eventually settled and the council moved on to other business, a second round began when the agenda worked its way to where the Smith &amp; LaLuzerne proposal had been before it was removed.<br />
<br />
Sabonjian said he wanted the city's representation and general approach on legal issues to be reviewed in light of expenditures over lawsuits.<br />
<br />
"Before tonight, no alderman sitting at this dais called our legal costs into question," Sabonjian said. "How do you think we got to $3.2 million (in fees) last year? You think that was an accident?"<br />
<br />
The primary issue boiled down to whether or not Sabonjian can appoint a city prosecutor without a vote of approval from the council. Reading from the city's ordinance book, TenPas quoted a passage stating that the hiring of "other" attorneys is "authorized by the council."<br />
<br />
Finn responded that the council controls payment to city attorneys, but "you don't, however, select the attorney to fill that position." Finn contended that the prosecutor is not a city officer, so the hiring of one doesn't require the advice and consent of the council.<br />
<br />
"We went through meeting minutes, (and) there has never been one entry where the City Council hired a city prosecutor, or approved one," Finn said. "Quite frankly, this is not the business of the City Council, it is the business of the executive branch."<br />
<br />
Finn and TenPas also sparred over the course of the debate, with Finn saying at one point, "Can we talk like gentlemen about this?" TenPas responded "I am a gentleman. I beg your pardon."<br />
<br />
At various points, both 1st Ward Ald. Sam Cunningham and 3rd Ward Ald. Greg Moisio called for the animated back-and-forth to stop, with Moisio saying "I think we've had enough discord for the evening."<br />
<br />
The drama finally ended when Cunningham asked for the prosecutor issue to be tabled, pointing out that "it is 11:10 (p.m.) and we're not even halfway through the set agenda."<br />
<br />
"It's gone on way too long," Cunningham said. "It's come dangerously close to an embarrassment to our city."<br />
<br />
In the end, Sabonjian agreed with a suggestion from 7th Ward Ald. Patrick Needham to seek a legal opinion from the Illinois Attorney General's office on whether or not a mayor needs council approval to name a city prosecutor.<br />
