§ 221. Refusal or neglect to answer questions; false answers
(a) Whoever, being over eighteen years of age, refuses or willfully neglects, when requested by the Secretary, or by any other authorized officer or employee of the Department of Commerce or bureau or agency thereof acting under the instructions of the Secretary or authorized officer, to answer, to the best of his knowledge, any of the questions on any schedule submitted to him in connection with any census or survey provided for by subchapters I, II, IV, and V of chapter 5 of this title, applying to himself or to the family to which he belongs or is related, or to the farm or farms of which he or his family is the occupant, shall be fined not more than $100.
(b) Whoever, when answering questions described in subsection (a) of this section, and under the conditions or circumstances described in such subsection, willfully gives any answer that is false, shall be fined not more than $500.

§ 222. Giving suggestions or information with intent to cause inaccurate enumeration of population
Whoever, either directly or indirectly, offers or renders to any officer or employee of the Department of Commerce or bureau or agency thereof engaged in making an enumeration of population under subchapter II, IV, or V of chapter 5 of this title, any suggestion, advice, information or assistance of any kind, with the intent or purpose of causing an inaccurate enumeration of population to be made, shall be fined not more than $1,000 or imprisoned not more than one year, or both.

WAUKEGAN -- A week after 2010 Census forms were due, communities like Waukegan and North Chicago are closer to their participation rates from 2000.

As of Friday,Waukegan's percentage of responding households stood at 65 percent, which was close to the 68 percent seen a decade ago. Waukegan was also right at the national participation rate of 65 percent, as tracked at 2010.census.gov/2010census/take10map.

While North Chicago lagged behind the national rate with 58 percent, the city was still close to the 61 percent mailed back for the 2000 Census.

Both communities have conducted extensive pubic awareness campaigns about the importance of maximizing federal aid through census participation, and on Friday, Waukegan officials hosted a local edition of the Census Bureau's "March to the Mailbox" event, stressing the mail-back deadline of April 20.

City spokeswoman Susana Figueroa described the event as "a final effort to boost mail-back rates in our community before personal visits to the non-responding households, which will begin on May 1."

Both Waukegan and North Chicago have boosted their return totals by more than 10 percent since April 1, when North Chicago stood at 43 percent and Waukegan at 46 percent.

The Census Bureau announced Friday that the Chicago region -- defined as the states of Illinois, Indiana and Wisconsin -- was leading the nation's 12 Census regions in participation rate with 72 percent. In 2000, the Chicago region ended up first overall with 78 percent.

Huh!! The illegals don't benefit from American taxpayers funding their education and benefits for their U.S. born children? Are they making this stuff up as they go along? From my viewpoint, benefits slant in favor of illegals at the expense of citizens.
