Waukegan top cop to retire

Waukegan Police Chief William Biang is retiring.
Biang, the department's top cop since 2003, will announce his retirement at this evening's City Council meeting, confirmed Ray Vukovich, the city's director of governmental services.
Biang will leave the department in May. He's been on the force since 1978.
Current Deputy Chief Artis Yancey will be named Biang's interim replacement in April, Vukovich said. A permanent replacement will likely be named after April's mayoral election.
