No 'Dick'â¦You only think you got the shaft. There are too many competitors for the license, and much better funded.
If you read this article, the incentive is really not only to give the license to the highest bidder, but a bidder who will share the revenue more 'fairly'. Waukegan's low bid, plus its intentions to share the 'wealth' only with selected school districts, are two factors which will be viewed unfavorably by the State.
I'm still not in favor of a casino, but I don't want to hear Hyde's excuses that he was 'shafted', when it was his own poorly constructed bid that was the reason.
