When I said cultural I meant something the majority of Waukeganites would actually go to, like <!-- m --><a class="postlink" href="http://www.fiestadelsol.org/index.php">http://www.fiestadelsol.org/index.php</a><!-- m -->

I'm not so sure that type of thing will help cause a renaissance in the downtown area. We already have an event like that that a lot of Waukeganites go to and it hasn't caused anything to happen yet. It's called the Festival Fiestas Patrias and is in September of each year.
