I'm sorry Danno, are you misconstruing my thoughts again? I don't pretend to know what is best for other communities, just Waukegan. The root cause is: lack of discipline, and a healthy respect fot the law.
I fail to see what part of your post I may have misconstrued? That part about torturing kids?

For the most part punitive laws are the result of a failure to more effectively address a problem. They are in essence equivalent to an admission of a failure to effectively address a societal problem. Let's examine the specific act of theft. For multifaceted reasons our society deems theft to be abberant behavior. Our legislators, who are totally inept when it comes to effective problem solving, enact laws that prohibit and punish the act of theft because they don't know what else to do about the problem or have become to lazy to think of better ways. Punitive laws are an easy way out. They dont require much investigation, understanding and thought. Simply put... don't do it or you will be punished. What an assinine and childish way to solve a complex problem.
On some levels human beings are remarkably intelligent and on others we are very stupid. If humans don't annihilate themselves first there will be a time in the future when punitive laws will be considered archaic and primative. The stupidity will be very hard to overcome.
Try harder to think beyond that which you are indoctrinated. It's not easy to do either.
