What if teapartiers where stopped 9X more often than others, but shown to commit crimes at an equal rate to other protesters. Wouldn't that send up red flags in your circle of friends? Among more powerful factors in reducing crime.

2. The rising jail population.
3. The lowering of the crack epidemic.
