The key to SOLVING any problem is to address the root cause of the problem. Until that is done anything else is wasted effort and is just postponing a real solution to the problem. A fence is not attacking the root cause of the problem. So what is the root cause of this problem? Our politicians (pick any party) very very rarely have real solutions to problems. Making laws is essentially an admission of a failure to find an effective solution to a problem. Come on, you people are intelligent. Tell me the answer.
