The same reason many able bodied US Citizens don't. THEY DON"T HAVE TO! If someone kept giving you free stuff and never asked for anything in return, would you tell them to stop? After awhile, the receivers develop a sense of intitlement and do not appreciate the assistance, they expect it. Kind of like parents who don't dicipline and create boundries for kids. You often end up with spolied, selfish, demanding kids who can't take care of themselves. The US Government does not know how to say no.
