A casino would only promote the fleecing of money from people who already can't afford it; create only low-skill, minimum wage jobs; require much more police and city services; and is only a 'quick fix' and is a temporary cash cow. The way this city spends money, they would go through it in no time. It would be like my opening up a liquor store and telling the local drunks they can have a 'free' fifth of bourbon if they bring all their drinking buddies with them. Eventually, the 'free' bourbon is cut off by the liquor store owner who now has a captive market.
Once the casino is up to speed, they will have Hyde and Co over a barrel. If the City doesnât give them what they want, like permission to expand, open up hotels which will force out their competition, or a reduced 'cut' of the take, then they'll just take their ball and go somewhere else.
