While "The Dick" technically did not lie when he said that the city of Waukegan has not raised it's property tax RATE in the last 4 years, he is knowingly being deceptive. While the rate has not increased the property assesments that are one of the multiples used in calculating the amount of tax on the property has gone up. When the assessed value rises the city can actually lower the "rate" and still get more money than they did the previous year from the taxpayers, which has been the case for the last 4 years. So it turn out that "The Dick" is far worse than an ordinary everyday liar. He's the kind of liar who will tell people who are vulnerable that he is not lying when all along his intent is to decieve.
