Im all for animal rights, but this seems a little steep of a sentence?

WAUKEGAN, Ill. (AP) - A Grayslake-area man accused of shooting a stray dog outside his house in January has been sentenced to 20 months in prison.
Officials say 57-year-old Elvin Dooley was sentenced Tuesday during a hearing. Dooley was convicted on of aggravated cruelty to animals in May. Lake County Circuit Judge James Booras said shooting the black chow mix dog was an act "that is not easily forgiven by society."
Dooley apologized in a statement to the court, saying he is "truly sorry" and "it would be a totally different situation" if he could go back.
The judge ordered Dooley to remain jailed in Lake County until Aug. 31. Prosecutors are set that day to say if they will take Dooley to trial on any remaining charges.
